India has been willing to engage with the government in Kathmandu to kickstart pending development and infrastructure projects despite internal bickering within the ruling Nepal Communist Party. This was underlined during Harsh Shringla’s Nov visit to Kathmandu when he had described India as “Nepal’s foremost friend and development partner"
